لبنان: منظمات حقوقية تطالب الحكومة اللبنانية بالكف عن التعرض للمدافعين عن حقوق الإنسان بسبب ثوثيقهم لحالات التعذيب

بيروت 4 آب 2011 طالبت إحدى عشر منظمة دولية ومحلية، خلال مؤتمر صحفي عقدته اليوم، السلطات اللبنانية بالكف عن التعرض للناشط الحقوقي سعد الدين شاتيلا، عضو بمنظمة الكرامة الدولية، بسبب توثيقه لحالات تعذيب مورست من قبل قوات الأمن. كما إنتقدت هذه المنظمات نمط الترهيب الناشئ بحق المدافعين عن حقوق الإنسان، بسبب إثارتهم المخاوف تجاه السلطات الأمنية، وعبرت عن قلقها من هذه الممارسات، وناشدت السلطات القضائية اللبنانية للتحقيق في حالات التعذيب التي وثقتها الكرامة.

Lebanon: Cease Harassment of Human Rights Activist for Documenting Torture

(Beirut, August 4, 2011) – The Lebanese authorities should immediately cease harassment of Saadeddine Shatila, of the international human rights group Alkarama, for his work documenting torture by security forces, a group of eleven international and local groups said at a news conference today. The groups also criticized an emerging pattern of intimidation against human rights defenders who raise concerns about security agencies. They also called on the Lebanese judicial authorities to investigate the allegations of torture documented by Alkarama.

Universal Periodic Review (UPR) - Lebanon; 2010 - 2011

The Universal Periodic Review (UPR), established by General Assembly resolution 60/251 of March 2006, is a new unique human rights mechanism of the United Nations (UN) Human Rights Council aiming at improving the human rights situation on the ground of each of the 192 UN Member States.

Under this mechanism, the human rights situation of all UN Member States is reviewed every 4 years (48 States are reviewed each year during 3 UPR dedicated to 16 States each). The result of each review is reflected in an “outcome report” listing the recommendations made to the State under Review including those that it accepted.

The UPR is a full-circle process comprising 3 key stages:

Review of the human rights situation of the State under Review
Implementation between two reviews (4 years) of the recommendations accepted and voluntary pledges and commitments by the State under Review
Reporting at the next review on the implementation of those recommendations and pledges and on the human rights situation in the country since the previous review.

Lebanon: Lebanese Human Rights Defender Threatened with Torture

Copenhagen/Dublin/Geneva/Paris — 13 October 2010: The Euro-Mediterranean Human Rights Network (EMHRN), Front Line and the Observatory for the Protection of Human Rights Defenders, a joint programme of the International Federation for Human Rights (FIDH) and the World Organisation Against Torture (OMCT), are deeply concerned about the interrogation of Mr. Ghassan Abdallah, General Director of the Palestinian Human Rights Organisation (PHRO) by the Lebanese military intelligence on October 9th, 2010, during which he was threatened with torture.

بعد ظهر يوم الثلاثاء الواقع في 5 تشرين الأول (أكتوبر) 2010، إتصل العقيد محمود أسمر مسؤول فرع التحقيق في مخابرات الجيش اللبناني – فرع الشمال، هاتفياً، بمدير عام المنظمة الفلسطينية لحقوق الإنسان (حقوق) الاستاذ غسان عبد الله وأبلغه بأنه "مدعو لتناول فنجان قهوة" في مقر القبة وجرى الإتفاق على اللقاء يوم الخميس 7 تشرين الأول (اكتوبر)، لكن عاد وتأجل حتى يوم السبت الواقع فيه 9 تشرين الأول (أكتوبر).

Palestinian Refugees in Lebanon – Suggested Priority Recommendations

On the occasion of holding the EU-Lebanon Association Council in February 23rd, 2009, the Palestinian Human Rights Organization – PHRO expresses its concern about the Palestinian refugees’ human rights situations in Lebanon, wishes to present its recommendations aimed at improving these situations and looks forward raising them within the meeting.

We still believe that the human rights chapter of the Action Plan should constitute a roadmap for the implementation of mutual commitments regarding respect for human rights and that the Association Council represents a major opportunity to assess the evolution of the situation of human rights in Lebanon with regards to the Association Agreement and its Action Plan.

We would like to to remind on the necessity of consulting the civil society representatives, particularly human rights organizations, before the meeting. On parallel, we urge for a broader human rights NGOs consultation, especially whom are actively involved in the implementation and evaluation of the Action Plan.
